OverviewThe Horsham Township Authority for NAS-JRB (HLRA) was first formed by Horsham Township Resolution 2005-26 on October 12, 2005. On November 7, 2005 by Ordinance the Authority was authorized to file of Articles of Incorporation under the provisions of the Municipality Authorities Act. The original seven member board was expanded to nine members on February 27, 2006. In November 2005, BRAC 2005 became law. BRAC is an acronym for Base Realignment and Closure. BRAC is the federal government's process for the Department of Defense (DoD) to transform its infrastructure to meet the future needs of the military. As a result of this process, some communities experience an increase in military activity and associated community growth, while others are faced with base closures. Two bases in Horsham Township are to be closed. Naval Air Station Joint Reserve Base at Willow Grove and the Horsham Memorial United States Army Reserve Center are closing by the year 2011. A military enclave will remain at NAS JRB Willow Grove. The enclave will consist of a combined Army Reserve Center and Pennsylvania Air National Guard Units. BRAC statue states that the HLRA is responsible for preparing the redevelopment plan. The HLRA is the single entity responsible for developing the redevelopment plan with respect to the installations and is the single community point of contact for all matters relating to the closure. |
