Mr. Panzer called the meeting to order at 7:05 PM and led those in attendance
in the Pledge of Allegiance. The Committee members introduced themselves
and all those present did likewise. A sign in sheet was circulated and
is attached hereto. Mr. McGee pointed out that the meeting had been
advertised in The Intelligencer. Mr. Panzer stated that it would be in order for the Committee to elect a Chairman
and a Vice Chairman. Ms. Davis moved and Mr. Lasher seconded a motion to
nominate Mr. Panzer as Chairman and Mr. DeRosa as Vice Chairman. The nominations were closed and the Committee voted
unanimously to elect Mr. Panzer as Chairman and Mr. DeRosa as Vice Chairman.
Mr. McGee provided a brief overview of the BRAC Process for the benefit of the
audience. He pointed out that due to special legislation at the federal
level the NAS JRB Willow Grove property located in Horsham Township would be transferred from the Navy to the Air
Force and ultimately to the Commonwealth of Pennsylvania for use as the Horsham Joint Interagency Installation
(HJII). Thus the only property that was declared surplus by the Navy is
the housing located in Warminster Township and Ivyland Borough. The
surplus was declared on January 2, 2009. Mr. McGee outlined the process
and timeline that is mandated by BRAC law. He also noted that the HLRA
had received a grant from the Office of Economic Adjustment (OEA) and that grant money is the sole source of revenue
to accomplish the reuse plan. He also pointed out that the HLRA conducted an outreach meeting in April and all NOIs
of interest from homeless service providers and potential public benefit conveyances need to be received by the HLRA
no later than 4:00 on July 15, 2009.
Mr. Panzer pointed out that the committee had prepared a request for
proposals (RFP) for consulting services (HLRA 09-1). The RFP detailed
the requirements for the redevelopment plan and homeless assistance submission for the surplus housing
sites. The RFP was advertised in the Association of Defense Communities
newsletter and was listed on the HLRA website. Six consultants submitted
proposals. The consultants are RCLCO, Bay Area Economics, RKG
Associates, Basile Baumann, Trammel Crow, and MCFA.
The committee then reviewed each of the proposals and agreed that the
proposals from MCFA and RCLCO were ranked the lowest and that they would like to interview the four remaining
firms. The committee set 7:00 PM on July 21, 2009 as the next meeting
date with a second meeting date of July 28, 2009 also at 7:00 PM should additional time be needed to select the
consultant. Both meeting are to be conducted in the Warminster
Municipal Authority building. Mr. McGee was directed to contact the four
remain consultants and request their attendance at the July 21st meeting.
There being no additional business, the meeting was adjourned at 8:35
P.M.
