Chairman Whiteside called the meeting to order at 3:45 p.m. in the Horsham Township Library at 435 Babylon Road, Horsham PA 19044 and led those in attendance in the Pledge of Allegiance to the flag.  

Mr. Whiteside asked if there were any questions or comments from the public, there were none.

Mr. Whiteside asked for the will of the Board regarding minutes of the HLRA meeting on April 17, 2019. It was moved by Dr. Griffin, second by Ms. Furia to approve the minutes for the April 17, 2018 HLRA meeting. All voted in favor, motion passed unanimously.

Mr. Whiteside asked Mr. McGee for the Executive Director’s Report.

Mr. McGee stated that the HLRA is working under a new grant awarded by DOD’s Office of Economic Adjustment. The grant is similar to past grants and OEA continues to be aware of the HLRA situation with the Navy and continues to be supportive.

Mr. McGee noted that the Navy had executed the lease and licenses involving the Delaware Valley Historical Aircraft Association (DVHAA) facilities at the former base that the HLRA Board had approved at the April 2019 Board meeting.  After the Navy’s action, the DVHAA signed the sub-lease and sub-licenses for their continued use of those facilities.

Mr. McGee updated the Board on the status of the Navy’s remedial actions on two of the former landfills.  At the April 2019 HLRA Board meeting, Navy representatives discussed the process of the Navy reaching a decision on the final remedial plan which included public meetings to receive comments from stakeholders and the public.  Mr. McGee noted that the public meeting has not yet been scheduled but a September 2019 date is likely.  He recommended that the HLRA Board formally provide its position to the Navy when the public comment period is open; a special HLRA meeting might be necessary depending on the timing of the Navy’s public meeting. 

Mr. McGee updated the Board on the Navy’s effort to remove PFAS contaminated soils.  The soils removed from areas adjacent to the former Fire Station and one of the hangars, which had been temporarily stored under tarp on a taxiway, have now been removed from the site.  The excavated areas were backfilled with crushed stone.  The concrete removed to gain access to the contaminated soils is still on the base.

Mr. McGee also advised the HLRA Board that the DVHAA has submitted a plan to move its P-3 aircraft from the Restoration Area to the Museum Area.  The Navy has requested these move plans to ensure all safety considerations have been addressed.

Mr. Whiteside asked Ms. Eberle for the Solicitor’s Report. Ms. Eberle noted that she attended the Association of Defense Communities (ADC) National Summit in Washington, DC in June along with HLRA staff and met with Navy and other officials on the status of the redevelopment transfer.  She also noted that she continues to support the HLRA on all routine items.

Mr. Whiteside asked for the will of the Board regarding the list of checks. It was moved by Mr. Donnelly, seconded by Dr. Griffin, to approve the list of checks in the amount of $78,060.05 covering the period from April 18, 2019 to July 17, 2019. All voted in favor, motion passed unanimously.

Mr. Whiteside announced that the next Horsham Land Redevelopment Authority meeting would be on October 16, 2019 at 3:30 p.m. in the Horsham Township Municipal Building. If the new Horsham Township Municipal Building is not yet open, a new meeting location will be advertised in advance.  There being no further business, the meeting was adjourned at 4:00 pm.
