TRANSITION TO IMPLEMENTATION

The Horsham Memorial U.S. Army Reserve Center (USARC) Redevelopment Plan was completed by the HLRA and accepted by the U.S. Department of Housing and Urban Development (HUD) and the Army in October, 2007. The Final Environmental Assessment of no significant impact was completed by the  Army Corp of Engineers with technical assistance from Parsons - Chesterfield, MO in February, 2011 and the Public Notice of Availability of Environmental Assessment Report was published in the newspaper (30 day comment period) in March, 2011.  The next step in the process will be the Army preparing a Finding of Suitability to Transfer (FOST).

The Horsham Memorial U.S. Army Reserve Center Redevelopment Plan calls for the Hatboro-Horsham School District to use a portion of the property for educational purposes including expansion of the playing fields at Hallowell Elementary School.  The remainder of the property is planned to be used for the Hatboro-Horsham School District transportation department facilities that is also adjacent to the property.

The Hatboro-Horsham School District is currently reevaluating the proposed use of the property.  Some consideration is being given to using the entire Army Reserve Center property along with the existing Hallowell School property as a site for the construction of a new elementary school.  A decision by the school district is expected in 2012.
