Horsham Memorial USARC

Transition to Implementation

The Horsham Memorial U.S. Army Reserve Center (USARC) Redevelopment Plan was completed by the HLRA and accepted by the U.S. Department of Housing and Urban Development (HUD) and the Army in October, 2007. The Horsham Memorial U.S. Army Reserve Center Redevelopment Plan calls for the property to be used for educational purposes by the Hatboro-Horsham School District (HHSD). HHSD submitted a revised Notice of Interest (NOI) to the HLRA on May 24, 2012 detailing a plan to use the Horsham Memorial U.S. Army Reserve Center surplus property to rebuild the Hallowell Elementary School. The existing elementary school is located on an adjacent parcel.

The U.S. Department of Education, in a June 1, 2012 letter to the U.S. Army, requested assignment of the property for conveyance to the Hatboro-Horsham School District (HHSD) for educational purposes. Under federal regulations, HHSD is eligible for a 100 percent public benefit allowance discount for the property.

The HLRA Board approved the revised NOI from the Hatboro-Horsham School District on June 20, 2012 and directed the HLRA staff to take any and all action necessary to advise the U.S. Army of the changes in the Reuse Plan for the Horsham Memorial U.S. Army Reserve Center, to effectuate property transfer to the Hatboro-Horsham School District via Public Benefit Conveyance through the Department of Education.

In March 2013, the U.S. Army issued a supplemental environmental assessment and draft Finding of No Significant Impact (FONSI) for the site. After reviewing comments received during the 30 day public comment period, the final FONSI was signed in June 2013.

In December 2013, the former Horsham Memorial U.S. Army Reserve Center was transferred to the Hatboro-Horsham School District (HHSD) through a public benefit conveyance with the U.S. Department of Education. The U.S. Army transferred the property to the U.S. Department of Education after HHSD's plan to use the property for educational purposes was approved by the HLRA. HHSD plans to construct a new elementary school on the site which will replace the adjacent Hallowell Elementary School.

On August 31, 2015, the Hatboro-Horsham School District (HHSD) broke ground for the new Hallowell Elementary School. To follow the progress on the new school construction, see www.hatboro-horsham.org
